Ms. Julie K. Barker

Ms. Julie K. Barker is the Chief Operating Officer at Texas A&M University at Qatar. With Texas A&M almost twenty years and at the Qatar campus since January 2009, Ms. Barker has significant experience serving on university executive leadership teams and managing large administrative, technical, and communication staffs. As senior advisor to the dean and CEO at Texas A&M at Qatar, Ms. Barker oversees the operations and administration areas of the branch campus, including finance, budget and compliance; human resources; building operations and HSSE; information technology; marketing, events and communications; and provides coordination and liaises with Qatar Foundation.

Ms. Barker’s global experience with university colleagues from all over the world gives her a unique perspective on the challenges and opportunities presented to a western university operating in an international environment. Prior to working in Qatar, Ms. Barker served as Assistant Vice President and Chief of Staff in the Office of the Vice President for Research where she coordinated all international initiatives and special projects, as well as oversaw all administrative personnel and activities in the division. Ms. Barker also has invaluable understanding of coordinating international activities across multiple divisions, universities, corporations, and organizations. From 2002-2008, she coordinated all aspects of a biennial international conference series held on alternating years in the United States and China.

Throughout her two decades with Texas A&M University, Ms. Barker has held a number of positions both as a manager and as an individual contributor. This depth and breadth of experience brings a special approach to managing administrative functions to ensure the research and educational missions of the University are accomplished.

Ms. Barker received a Bachelor of Science from Texas A&M University and an Executive Masters of Business Administration from HEC-Paris. She is a trained mediator and has served on various boards and committees including Texas A&M University European Union Center Management Committee; Texas A&M University International Program Enhancement and Coordination Committee; and St. Joseph Regional Health Center Institutional Review Board, and the Education City Faculty and Staff Life Committee. Ms. Barker served as Executive Director of Sigma Xi, the Scientific Research Society from 1996-1999. Her awards include Texas A&M University Women’s Progress Award (2004); Texas A&M University Tradition of Excellence Staff Award (2000); and Sigma Xi, the Scientific Research Society, Certificate of Recognition for Exemplary Service (2000).
